The vehicle stopped for a moment and a woman exited the vehicle, allegedly removing one of the dogs still attached to the leash and then getting back into the car — leaving the dog outside. The dog appeared to try to keep up with the moving vehicle before allegedly being dragged, while the second dog inside the car was being pulled by the force of the leash.
