The premier says officers chased down the men and arrested them.

Ford told the story at a press conference this morning after criticizing the bail system.

Toronto police say their officers arrested and charged four people, including two youth, with possessing an electronic device for motor vehicle theft and unlawfully purchasing an automobile master key.
