London and the South East are predicted to see the biggest increases in numbers in England over the 10-year period — adding a combined 1.2 million to a region already suffering from severe housing shortages.

It comes at a time of soaring rents in the capital, with London mayor Sadiq Khan struggling to significantly boost housing supply. Just 19,000 permanent dwellings in London were completed in 2024/-5 and housebuilding levels are little changed since the late 2000s, according to government data.

The UK’s Labour government is trying to overhaul the planning system to help build 1.5 million homes over five years — a target that is looking increasingly ambitious.
